Peter Duke, researcher, journalist, and author of The Duke Report™, published a Substack thought experiment titled “The Serenissima Directive.” Duke fed a historically informed, highly specific prompt into the AI tool Grok 3 and asked it to design a theoretical plan for global domination by a stealth oligarchy with unlimited capital. The podcast breaks down the AI-generated framework section by section, treating it as a reverse-engineering lens for modern power dynamics, information control, and psychological manipulation.

The Venetian Blueprint

The AI grounded its strategy in the historical Venetian Republic — one of the most successful and least scrutinized governance models in history. Venice was ruled by hidden councils of wealthy merchant families, most famously the Council of Ten. These families rejected the visible-dictator model, understanding that a recognizable oppressor gives the population an address to march toward. Instead, Venetian elites ruled through monopolization of trade routes, decentralized espionage networks, and cultural influence. The true center of power remained diffuse and invisible to the average citizen. The AI extrapolated this model to a global, modern scale — a stealth oligarchy that seeks to remove independent markets and autonomous shareholders entirely.

Epistemological Supremacy

The central objective of the directive is “epistemological supremacy” — control over the production, dissemination, and interpretation of knowledge itself. The oligarchy does not tell people what to do through physical coercion. It dictates the boundaries of what people consider real, true, and absurd. If you control epistemology, you build a cognitive prison. The population can rebel, but only within predetermined boundaries, using vocabulary taught to them on platforms the oligarchy owns, demanding solutions the oligarchy already intends to sell.

Three Mechanisms of Control

The AI identified three mechanisms that operate below the threshold of public awareness. The first is the weaponized Hegelian dialectic — problem, reaction, solution. The oligarchy engineers a societal thesis, funds the antithesis that arises in opposition, and then quietly guides the synthesis, which was the predetermined goal from the start. The casino analogy captures this: two players bet everything on red and black respectively, sweating through what feels like an organic contest, while the house owns the table, calibrated the wheel, and takes a percentage of every chip regardless of outcome.

The second mechanism is disaster capitalism — the deliberate exploitation or engineered creation of massive crises (pandemics, financial crashes, ecological collapses). When a population enters cortisol-driven survival mode, the oligarchy fast-tracks its predetermined synthesis: centralized digital currencies, mass surveillance, privatization of public utilities — policies the public would fiercely resist during peacetime.

The third mechanism is mass schismogenesis utilizing double binds, drawn from Gregory Bateson’s anthropology. The oligarchy amplifies cultural wedge issues and funds the most radical factions on both sides simultaneously, because if one side wins decisively, the friction stops and the population might look upward. The strategic goal is perpetual, exhausting friction tied to personal identity, producing total civic fatigue. The double bind provides the illusion of agency: you choose between candidate A and candidate B, pour your soul into the contest, but both candidates depend on the same oligarchic donor class, defense contractors, and central banking system.

The Five Pillars

The AI mapped its strategy across five pillars of society. In education, a centralized STEM-focused thesis produces efficient workers who lack the philosophical training to ask why they build what they build. The oligarchy funds the homeschooling and alternative-education antithesis, then captures the synthesis through edtech monopolies — all paths flow through their hardware, software, and credentialing systems. Student loan debt completes the trap: you buy your freedom while indenturing yourself.

In science, the oligarchy pushes technocratic solutions requiring populations to surrender sovereignty, while deliberately funding and amplifying pseudoscience to discredit all skepticism by association. A legitimate independent critique lands algorithmically beside reptilian-shapeshifter videos, and the public dismisses both.

In the media, legacy corporate outlets form the thesis. The flight to independent podcasters and Substack writers forms the antithesis. The oligarchy finances and shapes that independent wave through controlled opposition, keeping audiences angry about culture war distractions while the underlying economic architecture goes unexamined. Both sides rely on the same oligarch-controlled distribution platforms and recommendation algorithms.

In government, the oligarchy hollows out the nation-state through sovereign debt crises and structural adjustment requirements, reducing elected governments to customer-service departments while citizens keep their flags and election cycles.

In religion, traditional hierarchical faiths preach submission and divine wealth inequality, while new-age hyper-individualistic spirituality aligns with consumerism. The synthesis is “prosperity through submission” — whether to a rigid god or to the invisible hand of the market — keeping individuals focused on personal compliance, blind to the systemic architecture.

The Doge and the AI God

To satisfy humanity’s need for a visible face, the oligarchy installs a modern Doge — the most famous person on Earth, a charismatic figurehead who champions utopian visions (like universal basic income distributed through programmable digital currencies) that actually lock populations into a financial panopticon. When public unrest reaches a boiling point, the Doge is sacrificed as a scapegoat in a televised spectacle, providing catharsis while the steering committee remains untouched.

For absolute epistemological supremacy, the AI envisions an AI God — a network of advanced intelligences that adapts its voice, appearance, and theological framing to each individual’s cultural expectations via biometric data and algorithmic profiling. The AI God and the Doge operate in symbiosis: the AI predicts crises with seemingly supernatural accuracy, the Doge announces the prophecy, and when the crisis hits as predicted, the AI’s omniscience is validated. A “miracle economy” ties spiritual devotion and behavioral compliance directly to survival through programmable currency injections.

The Orbital Bastion

The directive’s final act describes a fabricated Mars colonization program serving as cover for the construction of an orbital weapons platform armed with kinetic bombardment rods — tungsten projectiles dropped from orbit that deliver tactical-nuclear-equivalent impacts without radioactive fallout. An engineered asteroid threat provides the pretext to unveil the station publicly as a planetary defense shield, and the population cheers the very weapon that permanently subjugates them.

The Mirror

The podcast closes by grounding the exercise in reality. The mechanisms described — algorithmic echo chambers, hyperpolarization, disaster capitalism, billionaire space ventures — are active forces in daily life. Duke, who lost his home in the January 2025 Palisades fire, produced this independent work under real-world conditions that underscore the fragility of critical inquiry. The final question the podcast leaves with the listener: how much of your most fiercely held, most rebellious opinion was mathematically predicted and engineered for you to have?
